PA waste hauler permit renewal
Renewing your PA waste hauler permit (Act 90 Municipal & Residual Waste Transporter Authorization) keeps your vehicles legal to deliver waste to PA processing or disposal facilities. This guide covers exactly how to complete a PA waste hauler permit renewal, with forms, fees, timelines, online submission, and penalties. Last checked: 2026-10-29.
What is renewed, how often, and who needs it
Pennsylvania’s Waste Transportation Safety Act (Act 90; 27 Pa.C.S. Chapter 62) requires a valid written authorization and current authorization stickers for each covered vehicle used to transport municipal or residual waste to PA facilities. Authorizations are renewed on an annual cycle; DEP instructs haulers to submit renewals at least 90 days before expiration. Vehicles covered include trucks, truck tractors or combinations with registered gross vehicle weight >17,000 lbs and waste trailers >10,000 lbs. Facilities may not accept waste from vehicles without a current authorization sticker and cab card. See Act 90 program pages and statute for scope and renewal timing: DEP WTSP overview and 27 Pa.C.S. § 6204 and § 6206 in the statute.
Requirements (what to prepare)
Prepare these items before you start your renewal. Act 90 and DEP forms specify the documentation:

Penalties and consequences for late/expired authorization
- Operating without written authorization is unlawful under Act 90. DEP may assess civil penalties up to $10,000 per violation/day and pursue enforcement orders. Criminal penalties for transporters can range from $5,000–$10,000 for a first offense (misdemeanor 3) and $10,000–$25,000 and potential suspension for subsequent offenses. Vehicles may be subject to forfeiture in certain circumstances. See 27 Pa.C.S. § 6208. Statute.
- Facilities are prohibited from accepting waste from vehicles without a current authorization sticker; violation triggers a mandatory $2,000 penalty against the facility operator. 27 Pa.C.S. § 6206. Text.
Common problems & quick fixes
- Submitted too close to expiration: If the renewal was filed at least 90 days before expiry and DEP has not acted through no fault of the transporter, Act 90 allows continued operation under conditions specified in § 6204 until DEP issues/denies the new authorization. When in doubt, call the program (below). § 6204.
- Adding/removing vehicles near expiration: Do not file an addendum within 120 days of expiration—renew instead. DEP guidance.
- Insurance dates don’t match: GreenPort will return applications with expired policy dates; update insurer info and re-submit. WTSP guide shows the insurance entry screen. WTSP instructions.
- Business acquisition/transfer: Contact WTSP before transferring vehicles; Act 90 provides for interim written authorization upon DEP’s receipt of complete transfer fees and information. Program page | § 6204(j).
FAQs
Is this the same as a hazardous or medical waste transporter license?
No. Act 90 covers municipal and residual (nonhazardous industrial) waste. Separate licenses apply to hazardous and to regulated medical/chemotherapeutic waste, each with its own application, insurance, and bonding requirements. See DEP hazardous and medical transporter pages: Hazardous Waste Transportation (licensing) and Medical/Chemotherapeutic Transporter Permit.
Do out-of-state haulers need Act 90 authorization?
Yes. Any covered vehicle delivering municipal or residual waste to a PA facility must have a current Act 90 authorization sticker and cab card, regardless of where the company is based. DEP WTSP page.
What records should drivers carry?
Drivers should carry the cab card for each authorized vehicle and follow DEP’s checklists for drivers and facilities. See DEP’s Driver’s and Facility checklists: Driver’s Checklist (2540-FS-DEP2845) and Facility Checklist (2540-FS-DEP2846).
Are there local licenses on top of Act 90?
Act 90 preempts local transporter licensing, but municipalities may require business- or container-level licenses (for generators or site operations). Example: Philadelphia requires a Dumpster License and a Waste Hauler Form identifying your hauling company(ies). These do not replace Act 90. See: Philadelphia Dumpster license docs and the City’s Dumpster License page. Statutory preemption: 27 Pa.C.S. § 6203(c).
